Combating Cyberterrorism: State Responses

The Euro-Arab Network for Judicial Training, in cooperation with the Italian Supreme Council of the Judiciary, held a seminar entitled “States’ Response to New Forms of Terrorism: Organizational, Operational, and Judicial Dimensions in Combating Cyberterrorism.” The seminar took place in Rome, Italy, from April 27-29, 2026, with the participation of representatives from the Network’s member states and Several relevant governmental and military institutions also participated in the seminar.
During the three-day event, network representatives presented working papers addressing member states’ efforts to establish a legislative, operational framework, as well as the role of the judiciary in combating cyberterrorism.
The following topics were discussed:
1- The Role of Politics: Rules, Strategies and Responsibilities
2- The Role of Judicial Diplomacy: International Cooperation and Best Practices
3- The Role of Law Enforcement: Prevention, Investigations and Operational Countermeasures
4- The Role of Judiciary: Legal Profiles, Digital Evidence and Future Perspectives
5- The Perspective of the Participating Countries

This seminar comes within the framework of exchanging experiences and learning about the best practices of the member states of the network and deepening knowledge in this field, as the participants during the workshop stressed the consolidation and enforcement of the principles of cybersecurity, prevention and combating new forms of terrorism, including online terrorism, and the importance of defining common standards in collecting digital evidence and enhancing cross-border cooperation.
